Catalytic projects in Durban: Shongweni mixed use development (2026 update)

The Shongweni Mixed Use Development is strategically located at the N3 and Kassier Road interchange and forms part of the SIP2 Corridor (eThekwini/Durban-Free State-Gauteng). The 2000-hectare precinct is an integrated mixed-use development.

Project overview

  • 2000-hectare integrated mixed-use urban development located along the N3 & Kassier Rd interchange.
  • Comprises 9 precincts which incorporates retail, residential, commercial, logistics, industrial and business park precincts.
  • First precinct, the 100-hectare Westown, is under construction. Westown Square opened for business in March 2025.

Progress (Infrastructure)

  • Fundamentum Dev Co has been appointed as an Implementing Agent for the construction of the Phase 1A bulk infrastructure.
  • Electricity supply for Phase 1A has been installed.
  • The bulk infrastructure work packages are nearing completion.
  • The Construction of Westown Square is complete and Westown Square is operational.
  • The earthworks have commenced for the West Private Hospital and the Balwin residential apartments.

Challenges*

De-proclamation of Kassier Road:

  • KZN DoT requires Kassier Road and the roads immediately adjacent to it, to be handed over to the City as a cluster. However, the Council Resolution that is in place supports the de-proclamation and transfer of Kassier Road only to the City.
  • The City and KZN DoT need to agree on the length of Kassier Road to be de-proclaimed.
