Overview
The Durban Film Studio is a private sector-led project with an estimated investment value of over R7.5-billion. The project is envisaged to be a world-class film studio, complemented by tourism and leisure elements which will make Durban a significant role-player in the South African film industry.
Current status
- A rezoning decision notice was issued on 8 February 2022 without any appeals.
- The site was transferred to the Developer on 15 December 2022.
- Finalization of a Service Level Agreement.
Next steps
- Approval of the Site Framework Plan (SFP) by the City. City has sent comments from line department on the revised SFP, on the 29th of July 2025, for the developer’s action.
- Upgrade of bulk infrastructure.
- Submission and approval of building plans.
- Commencement of construction.
DDM Issues / Challenges
- A rates objection was lodged by the developer to dispute the valuation of the DFC land by the city. The city values the land at R921-million, the developer at R42.2-million. The matter is with city’s Legal Dept.
- Water and sanitation services reconnection application for the Natal Command Building could not be processed by EWS due to the developer’s municipal account being in arrears. On 5 April 2025, the city advised that the account must be settled despite an ongoing rates objection dispute.
- Electricity – re-instating of electrical services for Natal Command Building: The electrical department has confirmed that the re-instating of the supply to the building was completed on first week of April 2025.
- The developer has missed the 12-month deadline to start core activities as per Clause 20.3 of the Agreement of Sale. City Real Estate (RE) Unit has sent a letter of notice of breach of contract to the developer. The Letter of Demand was duly served on 3 September 2025, granting the developer a period of 60 days to comply with the stipulated requirements.
