Project Overview
The West Coast District Municipality (WCDM) and Cederberg Local Municipality present the EDP – Clanwilliam Smart Town Initiative and Bulk Infrastructure Projects.
This transformative R450-million project focuses on transportation, smart systems, and bulk infrastructure to unlock cultural tourism and agricultural logistics along the N7 corridor.
The initiative strengthens connectivity, improves access to cultural attractions, and integrates smart technologies for enhanced service delivery, particularly addressing challenges in areas like Wupperthal.
Targeted sectors: Smart infrastructure, cultural tourism, transportation & logistics, and agricultural value chains.
Description of the Project
This project is fully vetted and decision-ready. It aligns with the Cederberg Integrated Development Plan (IDP) and Spatial Development Framework (SDF), has completed traffic and environmental impact studies, and complies with South African road standards, zoning, and environmental regulations.
- Location: Clanwilliam and surrounding areas, Cederberg Local Municipality, West Coast region (along the N7 corridor through Swartland, near Malmesbury).
- Investment value: R450-million
- Partnership: West Coast District Municipality, Cederberg Local Municipality, and key stakeholders, including SANRAL.

This initiative builds on existing strengths in agriculture and tourism while addressing infrastructure gaps identified in PACA assessments and municipal planning documents. It supports the WCDM’s IDP 2022-2027 and Cederberg’s SDF 2020 focus on sustainable transport corridors and community empowerment.

Municipal investment profiling: A digital approach
In 2023, the South African Local Government Association (SALGA introduced the “Investment Profile Template Guide for Municipalities in South Africa” to help municipalities present their investment potential. Research showed only 15% of South African municipalities had investment profiles at the time.
However, limited financial and human resources have hindered digital promotion and investment attraction. SALGA has launched a programme to assist municipalities with digital initiatives, and the following municipalities are included in the first phase:
- City of Ekurhuleni (Gauteng)
- West Coast District Municipality (Western Cape)
- Mnquma Local Municipality (Eastern Cape)
- Matjhabeng Local Municipality (Free State)
The main objective of this project is to provide municipalities with a platform to market themselves as investment destinations to both domestic and foreign investors using an already existing platform and access to the Global Africa Network audience.
