Overview
The Durban Point Waterfront Development is a joint venture with a Malaysian company and the Durban Point Development Company. It forms part of the City’s initiative to redevelop and regenerate the inner-city.
The revised Point Precinct Framework Plan was developed and approved in 2015. It makes provision for 750,000sqm mixed-use development including hotels, high-end residential, retail and mixed-use developments.

Progress
- Point Promenade extension completed and opened to the public in November 2019.
- The water main upgrade construction project of a DN800 Steel water pipe along Mahatma Gandhi Street and Anton Lembede completed.

Next steps
Phase 1 of the planned developments will comprise a 35,000sqm retail mixed-use project, incorporating retail and residential components, scheduled to begin in Q1 2026 with a construction period of three to four years.
In parallel, a 35,000sqm, 30-storey hotel development is planned to commence in Q2 2026, also with an estimated three- to four-year construction period. Concept designs and market studies have been completed, and a Letter of Intent has been secured from a reputable hotel group.

Challenges∗
- Lack of development progress by Developer.
- Legal Services is reviewing the dissolution between City & DPDC so that development can proceed unhindered.
- The Rates Deferment Report which was circulated for signatures after the proposed amendments to the report resulted in a hold on the loan confirmation sign-off, with AFS compliance remaining outstanding.
- Promenade transfer is in progress and is being managed by the Property Valuations and Management Directorate.
- Dissolution of PPT & DIDT – Trustee appointment forms sent to trustees for acceptance.
- The delay in the lease agreement with Transnet for the Durban Eye is delaying commencement of the project, which will assist in investment confidence in the city.
