Overview
The Avoca Development Node is a 15-year programme consisting of three precincts; Brickworks, North Fields and Caneridge, measuring approximately 350 hectares in extent with industrial and residential uses. The upgrade of Old North Coast Road is required to support the traffic that will be generated by the node once all three precincts are completed.
Current Progress
Construction of Old North Coast Road (ONCR). The works on site are anticipated to be completed by June 2026. The allocated budget for 25/26 FY is R32.2-million. The current spending is at 62% as of the end of January 2026.
Section 36 report to BAC for procurement of service provider for ONCR Phase 2 (KZN DoT portion) has been finalised and will be in circulation for approval once the FC number has been issued.
The city has communicated with KZN DoT on the need for additional funding for the ONCR (P585) Phase 2 upgrade. Request for additional funding were sent to KZN DoT, letters dated 26 August 2025 and 20 November 2025. The contract is anticipated to be awarded by the end of March 2026, with commencement of works on site in April 2026 subject to funding availability.
The works for the upgrade of ONCR (P585) can only commence once there is sufficient funding commitment from KZN DoT.


Next Steps
Preparation of a feasibility report for the Caneridge Housing Project by the Developer.
Completion of the CBA by the city. Thereafter, submission of the BFI application for Caneridge Development is planned for 2027.
Challenges
Awaiting requested additional funding approval from KZN DoT for ONCR (P585) road upgrade.
