It is for this reason that we have embraced a comprehensive, court-mandated Financial Recovery Plan (FRP). This is not a sign of weakness, but a declaration of our unwavering commitment to renewal.

“The FRP, implemented in partnership with the Provincial and National Treasury, provides a structured, transparent, and disciplined framework for rebuilding our municipality from the ground up. It is our blueprint for establishing the sound governance and financial stability necessary to create a predictable and secure environment for long-term investment. 

“This plan is the bedrock upon which we are building Matjhabeng’s new economic future. We are moving decisively from a past dependent on a single commodity to a diversified future powered by a unique combination of world-class energy assets and agricultural potential.

Executive Summary: The Matjhabeng Turnaround Partnership

The Matjhabeng Investment Guide (see below) presents a unique, high-impact investment opportunity to partner in the structured economic recovery of the Matjhabeng Local Municipality, the historical heartland of South Africa’s goldfields. The core investment thesis is anchored in a strategy of radical transparency and structural de-risking, confronting the region’s well-documented challenges to present a robust, bankable solution. 

The central vehicle for this renewal is a proposed Gas-Enabled Special Economic Zone (SEZ), meticulously designed to be a structurally insulated engine of growth, legally and financially firewalled from the municipality’s legacy administrative and fiscal difficulties.

The Agricultural Value Chain: Situated in the center of South Africa’s maize and sunflower belt, Matjhabeng has a profound opportunity to transition from primary production to high-value agro-processing. Investment SPVs will focus on developing an integrated Agri-Hub for milling, oil-seed crushing, and animal feed production, supported by modern cold-chain and export logistics infrastructure to capitalize on a rapidly growing national and international market. 

3. Revitalization of Regional Assets: The proposition includes a detailed strategy for the commercial revitalization of the international-standard Phakisa Raceway. A dedicated SPV will transform this underutilized asset into a multi-purpose hub for motorsport, high-value automotive R&D and testing, and major events, leveraging its unique banked oval track.

4. The Human Capital Development Plan: Acknowledging the region’s high unemployment, a formal, tripartite partnership between the SEZ, investors, and local tertiary institutions (Goldfields TVET College, Central University of Technology, and the University of the Free State) will create a demand-led skills pipeline. This model de-risks operations for incoming tenants by ensuring a work-ready labour force and provides a clear, measurable social impact by creating sustainable pathways to employment for local youth.

    Municipal investment profiling: A digital approach

    In 2023, the South African Local Government Association (SALGA introduced the “Investment Profile Template Guide for Municipalities in South Africa” to help municipalities present their investment potential. Research showed only 15% of South African municipalities had investment profiles at the time.

    However, limited financial and human resources have hindered digital promotion and investment attraction. SALGA has launched a programme to assist municipalities with digital initiatives, and the following municipalities are included in the first phase:

    The main objective of this project is to provide municipalities with a platform to market themselves as investment destinations to both domestic and foreign investors using an already existing platform and access to the Global Africa Network audience.
