Project description
The Shongweni Mixed Use Development is strategically located at the N3 and Kassier Road interchange and forms part of the SIP2 Corridor (eThekwini/Durban-Free State-Gauteng). The 2000-hectare precinct is an integrated mixed-use development intended to create a new economic hub in eThekwini’s Outer West area.
The development will comprise a high-density mixed-use urban core that is characterised by a significant retail centre, designed as a new high street offering, with supporting health, mixed-income housing and logistics uses.
The site is strategically located for an urban infill development that integrates the existing high income residential, lifestyle and equestrian areas on the western boundary with the low-income residential areas along the southern border.
Investment value
The overall investment value is over R28-billion with Phase 1 comprising the Urban Core valued at R8-billion.
Sources of funding
Private investment and a contribution for infrastructure to the value of R577-million from the Council for infrastructure, i.e. upgrade to Kassier Road, electricity, water and sewerage.
Funding gap
There is need to upgrade Kassier Road from Alverstone Road to the R103 which requires a budget of R500-million and a sewer plant to service the entire 2000 ha of land. There are no estimates that have been provided at this stage.
Incentives available
No incentives have been given to the developers since Council has made a contribution to upgrade roads, sewer, electricity, and water to catalyse the development.
No. of jobs to be created
Currently there are 500 general workers employed in the construction of Kassier Road and Weston Mall.
Project Status¹
The project is being implemented by Fundamentum which has taken over from Tongaat Hulett for only the urban core, which is approximately 500 000 square meters of bulk.
