The report highlighted substantial achievements made in infrastructure development, public transport planning, and strategic partnerships, with a combined budget exceeding R867-million. The progress made so far includes:
Engineering services directorate delivers on key road and bridge projects
From the bustling Central Business District to flood-affected townships, teams from the eThekwini Municipality’s Engineering Services Directorate have been hard at work, restoring critical infrastructure.
In the Phoenix Industrial Park, a collapsed culvert system has been replaced with a new bridge, restoring industrial access and boosting the local economy. In Coedmore and Shallcross, newly completed bridges are reconnecting communities and easing traffic flow.
Further west, the low-level bridge on Umhlatuzana Road in Tshelimnyama has been completed, as part of flood damage remediation, while uMlazi’s Road 108097 has been fully upgraded, improving access for thousands of residents.

There are also several interventions planned, including the reinstatement of Mathebula Road in uMlazi V-Section. Work is expected to resume on site in October this year.
Inner City Roads Rehabilitation Programme
The City of Durban’s flagship Inner City Roads Rehabilation Programme is also gaining momentum. With a budget of over R65-million, this initiative is breathing new life into Durban’s Central Business District.
Roads like Smiso Nkwanyana and Lilian Ngoyi are already showing visible improvements, while others, such as David Webster Street, Umgeni Road, and Dr Pixley Kaseme Street are scheduled for commencement and completion in the coming months.
SANRAL partnership drives community development
In partnership with the South African National Road Agency Limited (SANRAL), eThekwini Municipality is also benefiting from a number of road rehabilitation and community development projects valued at over R400-million.
These include the Western Freeway, M4 South, and Umngeni Road upgrades, as well as emergency interventions like the MR385 and D535-Key Ridge projects, which are already underway. SANRAL’s Community Development Programme is bringing tangible improvements to wards across the Municipality, from pedestrian bridges and stormwater systems to youth computer labs and healthcare facility upgrades.
Integrated Public Transport Network (IPTN)
The City of Durban’s Integrated Public Transport Network (IPTN) is entering a new phase of acceleration.
A high-level business plan for the C3 Corridor is being finalised, with a target launch date of December 2026.
Market share surveys have begun to determine operator equity, and the appointment of an independent facilitator is expected by November to support negotiations for a 12-year contract.
With R100-million already released by National Treasury, the City is well-positioned to deliver a modern, inclusive public transport system.
Canal revitalization and upgrading
The Umlaas Canal Revitalisation Project is now 71 percent complete, with nightshifts introduced to fast-track progress. Completion is expected by November 2026.
A parallel canal upgrading initiative, requiring R300-million, is currently seeking alternative funding after Infrastructure South Africa declined support due to fiscal constraints.
The Municipality believes that these projects represent a coordinated push to rebuild, modernise, and improve eThekwini’s transport and infrastructure systems.
